Human Advancement and Preservation Society, also known as H.A.P.S., are a series of loosely-affiliated worldwide advocacy groups and non-commercial organizations dedicated to preserving ‘human’ hegemony over mutants. Varying in size and membership makeup, Archadia’s local chapter is quite large and active, mainly due to the location of Weeds Academy within the city limits.
HISTORY
The history of H.A.P.S. goes back to the early stages of the mutant crisis; when concerned citizens and existing neighborhood watches became aware of the humans who ‘deviated’. And while dealing with mutants quickly became an institutional problem – the people who took part in these early conflicts returned to their communities to create stable pro-human groups for both protection purposes (establishing more standard neighborhood watches prepared to deal with mutants specifically) and turning their gazes towards lobbying the governments in enacting preferred policies.
Archadia’s H.A.P.S. has had a very successful time petitioning the local government – wins such as advocating for the passing of a proposed Mutant Tagging bill that has seen success over the years. Certain neighborhoods of Archadia are also routinely observed, especially now since the Underground Breakout, for mutant and pro-mutant activity – reported to the authorities of course.
THE FUTURE
Currently, Archadia’s H.A.P.S. is dedicating itself to help the police and Mutant Intelligence find the last remaining mutants of those who broke out, as well as proposing new bills to legislators (Mutant Tracking Act), and fighting the influence of the Freedom Fighters by disseminating accurate information about the dangers of the group and other mutant-liberationist interests.
THE ORGANIZATION
H.A.P.S. does not have a traditional tiered structure – generally older, senior members are given preference due to familiarity and bonds of trust. Membership can come on sliding scale based on need - and all humans are welcome as long as they support the cause.
Generally, the only ‘permanent’ positions are the ones of ‘recorder’ (for taking minutes during meetings), and several people who volunteer to meet politicians frequently. Administrative duties and those who take care of them are elected every year.
Some members choose to make their membership public – as if it’s a shame to be concerned about humans! – but others keep silent for other reasons, and so the member logs are generally protected and not disclosed, though they do have to disclose the list of donations to the government.
