Overall Structure
Main Underground
Level One - Arena, Waiting Room, Auction Center, Retail Halls, Offices
Level Two/Three - Holding Cells and Solitary Confinement
The Main Underground is comprised of several levels. The first level is accessible to the public. It contains the Arena, Waiting Room, Auction Center, Retail Halls, and the offices of senior officials. The second and third levels consist of holding cells, solitary confinement guard locker rooms, and showers.
All sections of the Main Underground are under the jurisdiction of the Head Guard Elizaveta Héderváry. Shaped as an octagon with the Arena in the center, it has been occasionally referred to as "a modern Colosseum."
Arena
If a mutant refuses to fight, the same punishment as above would apply. If they continue to be obstinate then yes, that punishment would take place over the entertainment of the fight. However, there is also a new punishment that will be introduced as an alternative in place of the other three should a mutant refuse to cooperate during the match. First, they will be sedated with a muscle relaxer and their hands will be cuffed behind their back. Afterwards, the mutant will be stripped bare to stand naked before the crowd and forced on their hands and knees, from there, different kinds of candle wax will be dripped onto their back. Not enough to burn the skin clear off, but enough to cause massive amounts of pain.

Holding Cells
Cells contain a bed for each mutant, a toilet, and a sink. Up to 3 mutants may be housed in a single cell. Certain cells contain special accommodations to limit or nullify a mutant's powers. If a mutant is too difficult to keep contained either due to their powers or temperament, they are generally killed off. This typically occurs in the first month of a mutant's stay in the Underground, and is colloquially known as Initiation.
Cells are rotated fairly regularly. Showers are given approximately once a week. Mutants are generally brought to a separate showering area and cuffed before being hosed down. Uncooperative mutants may be hosed down while still in their cells.
Guards
All guards carry tasers and/or batons, as well as handcuffs. Senior guards may also carry guns. Shifts are six-hours each, split into morning, afternoon, evening, and overnight. Junior guards take the brunt of the work. All guards must apply to be in the Underground, and most are trained at a guard academy prior to entering the Underground.
Other Buildings
There are several other buildings in the Underground complex. These are considered "administrative buildings" and the public is generally unaware of the ongoings within them. These buildings are headed by other officials and operate mostly independently of the Main Underground. Guards in these buildings are hired separately from the Main Underground.
Reinforcement (also known as Reeducation or Reconditioning)
The Reinforcement is very well lit, and is modeled similarly to the Experimentation section. Cells here are better reinforced than the typical holding cell. They are also much cleaner, as most mutants are not kept here long-term, which allows for regular maintenance. All cells and all hallways contain surveillance. Mutants are all isolated from each other. There are two one-way rooms that are observable from the outside. These are generally used for relatively light physical reinforcement and ideological reinforcement. There are another two rooms that are reserved for intense physical reinforcement and violent mutants. These can be observed through cameras from an observation room, and are able to electrically shock mutants within the room.
Experimentation Laboratories
The Experimentation section contains state-of-the-art laboratories and experimentation rooms. Scientists mill around these labs, conducting research on everything from mutant genetics to new methods of reinforcement. There are several cells in Experimentation, though not many. Experimentation operates largely separately from the Underground, though they must file an appeal with Elizaveta to lease a mutant for experiments.

On Arena: Think of the interior as something similar to a circus or boxing match arena. There'd be a cage around the circle. Though the area in which they'll be fighting is a bit bigger than the provided images, that is the general layout for the indoor arena the matches will be taking place in. If you notice, it's an open cage, so while it is possible for the mutants to climb out -- well, the cage has a lovely feature built in so if a mutant were to try escaping that way they'd have some high voltage electricity running through them in a mere second.
