Archadia City, Russia, is a large city located in the northwestern sect of Perm Krai, along the Vishera River. The region is relatively isolated from much of civilization, and chosen for a reason. Due to the questionable nature of mutants, the isolation is necessary to keep the general populace happy. The city is bordered to one side by the river, and the other by dense forestry; in the distance, the great Ural Mountains are visible. While plenty of nature buffs come here for the scenery, with hiking and skiing popular attractions, both the biggest attractions and turn-offs for the city are the mutants. Archadia City is one of the most famous for its (mostly) superb training of mutants as well as the widest array of skills and ethnicities to choose from.
Ever since the first discoveries of mutations in the human DNA leading to the birth of the subspecies homo sapiens monstrum (h. s. monstrum or simply homo monstrum for short), these "monsters", more commonly known as "mutants", have been a source of great controversy across the world. With resounding success with the younger generation, this "new" practice of educating, harboring, and later releasing the mutants to the public as serviceable aids was implemented worldwide. While many people are still wary and distrustful of mutants, a vast majority of the population was open to this relatively cheap source of labor. Academies and post-education housing facilities were built in "safe" locations across the globe, and the practice of keeping mutants as companions and aids was readily accepted. There are small self-named "pro mutant" groups, of course, but they are often extremists and more of a danger to mutants and humans alike than a movement that can be taken seriously.
Weeds Academy is one of the largest mutant academies in the country, with the strictest rules and regulations to properly keep their unnatural charges under control. As with all mutant "schools", Weeds Academy is first and foremost a prison; meant to train mutants to know their places and keep the unruly and dangerous creatures out of the public's eye until it's safe. Normal people are not allowed within Weeds (to keep unfortunately-sympathetic parents and troublemaking pro-mutant persons from infecting the children) and the mutants are not allowed outside of the outer walls.
People who are interested in mutants don't want to visit Weeds, anyway. The true attraction of Archadia City is its vast Underground network, which holds both of-age mutant housing as well as the highly-acclaimed "Arena". When mutants graduate Weeds Academy, they are sent to the Underground, where they will live for the rest of their days if they are not permanently bought by a generous human. For everyone's safety, and continued enforcement of the mutants' worth, the place is built as a prison and run like one. Guards are always on patrol through the various cell blocks, and mutants are not allowed to leave their cells except for showers, monthly shuffles for cell-cleaning purposes, and scheduled Arena matches. This is for their own safety, as well as that of the human guards.
The Arena is not unique to the Underground in Archadia City, but not every mutant housing settlement has them, either. In order to properly broadcast the range of powers of mutants, provide entertainment to human attendees, and an outlet for any nervous energy the mutants may have, the Arena was set up as a safe place for humans and non-contracted mutants to be together. While attacks against the crowd are rare, there are a few unruly mutants that may wish to lash out at their generous patrons and caretakers. For the safety of the crowd, there is thick, damage-resistant glass set between the mutants and the customers, as well as a cage set around the Arena itself as a secondary barrier. The entire structure is built to withstand even the most devastating attacks, while offering its patrons comfortable seating and and a good view in complete safety. Mutants who refuse to participate in matches are punished via lashes before the crowd, as a show of discipline and control. Due to the violent nature many mutants possess, there is an age restriction, where anyone between the ages of 15 and 18 are required to be accompanied by a parent or guardian, and children fourteen and younger are not allowed inside at all.
There are mutants who seem to "live free" amongst humans without a contract, but they are special cases. They are contracted to the Russian government itself, and are trusted officials. While even they do not have a status above even the common day man, they have proven useful and trustworthy to the government. They are always under supervision and with restrictions limiting the use of the power while outside of sanctioned areas.
All contracted mutants (to humans or the government) are immediately taken to a properly trained physician to be properly chipped, in case of misplacement or attempted escapes. Humans who buy mutants are also given an in-depth file on their contracted mutant as well as tools to properly control/incapacitate their new companion as necessary. While the system prides itself on training their mutants properly, and the reported incidences on mutant-to-human violence is very low, it is a precaution that must be taken. There are limited and permanent contracts available, and it is always a first-come, first-serve service. Non-government affliated mutants are not allowed to wander unsupervised; they must be in the presence of their owner(s) at all times. This is for the safety of the public as well as the mutant itself. Humans who purchase a mutant are given a title of ownership and enough permits for the owner and any family over the age of fifteen as applicable, in the case any law enforcement is called in due to a disturbance. Those who are caught without a permit will be fined; repeated offenses may result in repossession of the mutant as well as a hefty fine and possible jail time.
All contracted mutants (to humans or the government) are required to wear tags at all times. They come in a variety of sizes, shapes, and colors, as humans may customize their mutants' tags as they see fit, but the minimum length/diameter size is 5cm, aka 2in. They come in a set of two, with one tag embossed with the mutant's information (identification number given upon finalization of contract, contract status [Permanent or Limited], and the phone number for the chip company. The mutant's name itself is not mandatory, but may be added beneath the ID #) and the second holding the owner's information (full name, city and country of residence [depending on size, may include full address if desired], and phone number). For standard contracted mutants, all information is supplemented/expanded by the permit the human is required to carry.
