Usually it's abandoned seeing as there's not much to discuss in the open without fearing someone of the opposite party will hear you. Lately the rich have taken to it as their party rooms, often holding balls or other social events inside.

Located across the street from Central Park is where you'll find City Hall. The only people getting a glimpse inside city hall are those who work or are summoned here. And the chances of you being summoned here for a good reason are slim to none.
